1Editor's Note: At the Editor's invitation, Hugh W. Albers has agreed to prepare a regular column on ICAS activities, keeping our readers informed of issues important to the entire community. Mr. Albers has been Executive Secretary for ICAS since February 1972. He came to his present post after serving nearly 28 years in the U.S. Navy; he is a retired Captain. His last active duty tour was as Military Assistant for Environmental Sciences, Office of the Director of Defense Research and Engineering.
