Editorial Note: Widespread interest among the profession in this report, which was released by the Secretary of Commerce in mid-December 1953, and the fact that insufficient copies were printed to meet the demand, led to an offer by the Society to publish the following extracts in the Bulletin. The selection of the extracts was made by the Editor in such a way as to reduce the length by almost ⅔rds at the same time preserving the tenor and balance of emphasis of the original as much as possible. The Chairman of the Committee and the Chief of the Weather Bureau have reviewed the selection and expressed the opinion that it fairly represents the major findings and recommendations of the Committee. (The Chief of Bureau in reviewing the selections has stated that the recommendations are under study and that their publication does not imply that all of the recommendations can be accomplished.) Most of the deletions consist of background information either already generally known or not essential to appreciate the conclusions, and details of secondary interest or importance; repetitions of the findings or recommendations account for the remainder of the deletions.
