Abstract
Formation and evolution of barrier layers (BLs) and associated temperature inversions (TIs) were investigated using a 1-yr time series of oceanic and air–sea surface observations from three moorings deployed in the eastern Pacific fresh pool. BL thickness and TI amplitude showed a seasonality with maxima in boreal summer and autumn when BLs were persistently present. Mixed layer salinity (MLS) and mixed layer temperature (MLT) budgets were constructed to investigate the formation mechanism of BLs and TIs. The MLS budget showed that BLs were initially formed in response to horizontal advection of freshwater in boreal summer and then primarily maintained by precipitation. The MLT budget revealed that penetration of shortwave radiation through the mixed layer base is the dominant contributor to TI formation through subsurface warming. Geostrophic advection is a secondary contributor to TI formation through surface cooling. When the BL exists, the cooling effect from entrainment and the warming effect from detrainment are both significantly reduced. In addition, when the BL is associated with the presence of a TI, entrainment works to warm the mixed layer. The presence of BLs makes the shallower mixed layer more sensitive to surface heat and freshwater fluxes, acting to enhance the formation of TIs that increase the subsurface warming via shortwave penetration.

Measurements from satellite altimetry are used to show that sea surface height (SSH) variability throughout much of the North Pacific Ocean is coherent with the SSH signal of the tropical instability waves (TIWs) that result from instabilities of the equatorial currents. This variability has regular phase patterns consistent with freely propagating barotropic Rossby waves radiating energy away from the unstable equatorial currents, and the waves clearly propagate from the equatorial region to at least 30°N. Even more distant regions, as far north as the Aleutian Islands off of Alaska and the Kamchatka Peninsula of eastern Russia, have SSH variability that is significantly coherent with the near-equatorial instabilities. The variability is not well represented in the widely used gridded SSH data product commonly referred to as the AVISO or DUACS product, and this appears to be a result of spatial variations in the filtering properties of the objective mapping scheme.

The mean annual energy input from surface winds to near-inertial mixed layer currents is 10–20 kJ m−2, occurring mainly in distinct synoptic “events” from April–September. A total of fifteen events are analyzed: Seven when the ocean is capped by a thin layer of low-salinity river water (fresh) and eight when it is not (salty). The average near-inertial energy input from winds is 40% higher in the fresh cases than in the salty cases. During the fresh events, 1) mixed layer near-inertial motions decay about two times faster and 2) near-inertial kinetic energy below the mixed layer is reduced by at least a factor of three relative to the salty cases. The near-inertial horizontal wavelength was measured for one fresh and one salty event; the fresh was about three times shorter initially. A linear model of near-inertial wave propagation tuned to these data reproduces 2); the thin (10 m) mixed layers during the fresh events excite high modes, which propagate more slowly than the low modes excited by the thicker (40 m) mixed layers in the salty events. The model does not reproduce 1); the rapid decay of the mixed layer inertial motions in the fresh events is not explained by the linear wave propagation at the resolved scales; a different and currently unknown set of processes is likely responsible.

Abstract
The wavenumber spectrum of sea surface height (SSH) is an important indicator of the dynamics of the ocean interior. While the SSH wavenumber spectrum has been well studied at mesoscale wavelengths and longer, using both in situ oceanographic measurements and satellite altimetry, it remains largely unknown for wavelengths less than ~70 km. The Surface Water Ocean Topography (SWOT) satellite mission aims to resolve the SSH wavenumber spectrum at 15–150-km wavelengths, which is specified as one of the mission requirements. The mission calibration and validation (CalVal) requires the ground truth of a synoptic SSH field to resolve the targeted wavelengths, but no existing observational network is able to fulfill the task. A high-resolution global ocean simulation is used to conduct an observing system simulation experiment (OSSE) to identify the suitable oceanographic in situ measurements for SWOT SSH CalVal. After fixing 20 measuring locations (the minimum number for resolving 15–150-km wavelengths) along the SWOT swath, four instrument platforms were tested: pressure-sensor-equipped inverted echo sounders (PIES), underway conductivity–temperature–depth (UCTD) sensors, instrumented moorings, and underwater gliders. In the context of the OSSE, PIES was found to be an unsuitable tool for the target region and for SSH scales 15–70 km; the slowness of a single UCTD leads to significant aliasing by high-frequency motions at short wavelengths below ~30 km; an array of station-keeping gliders may meet the requirement; and an array of moorings is the most effective system among the four tested instruments for meeting the mission’s requirement. The results shown here warrant a prelaunch field campaign to further test the performance of station-keeping gliders.

The development of autonomous surface vehicles, such as the Boeing Liquid Robotics Wave Glider, has revolutionized our ability to collect surface ocean–lower atmosphere observations, a crucial step toward developing better physical understanding of upper-ocean and air–sea interaction processes. However, due to the wave-following nature of these vehicles, they experience rapid shifting, rolling, and pitching under the action of surface waves, making motion compensation of observations of ocean currents particularly challenging. We present an evaluation of the accuracy of Wave Glider–based ADCP measurements by comparing them with coincident and collocated observations collected from a bottom-mounted ADCP over the course of a week-long experiment. A novel motion compensation method, tailored to wave-following surface vehicles, is presented and compared with standard approaches. We show that the use of an additional position and attitude sensor (GPS/IMU) significantly improves the accuracy of the observed currents.

Abstract
Lateral submesoscale processes and their influence on vertical stratification at shallow salinity fronts in the central Bay of Bengal during the winter monsoon are explored using high-resolution data from a cruise in November 2013. The observations are from a radiator survey centered at a salinity-controlled density front, embedded in a zone of moderate mesoscale strain (0.15 times the Coriolis parameter) and forced by winds with a downfront orientation. Below a thin mixed layer, often ≤10 m, the analysis shows several dynamical signatures indicative of submesoscale processes: (i) negative Ertel potential vorticity (PV); (ii) low-PV anomalies with O(1–10) km lateral extent, where the vorticity estimated on isopycnals and the isopycnal thickness are tightly coupled, varying in lockstep to yield low PV; (iii) flow conditions susceptible to forced symmetric instability (FSI) or bearing the imprint of earlier FSI events; (iv) negative lateral gradients in the absolute momentum field (inertial instability); and (v) strong contribution from differential sheared advection at O(1) km scales to the growth rate of the depth-averaged stratification. The findings here show one-dimensional vertical processes alone cannot explain the vertical stratification and its lateral variability over O(1–10) km scales at the radiator survey.

Upper-ocean turbulence is central to the exchanges of heat, momentum, and gases across the air–sea interface and therefore plays a large role in weather and climate. Current understanding of upper-ocean mixing is lacking, often leading models to misrepresent mixed layer depths and sea surface temperature. In part, progress has been limited by the difficulty of measuring turbulence from fixed moorings that can simultaneously measure surface fluxes and upper-ocean stratification over long time periods. Here we introduce a direct wavenumber method for measuring turbulent kinetic energy (TKE) dissipation rates ϵ from long-enduring moorings using pulse-coherent ADCPs. We discuss optimal programming of the ADCPs, a robust mechanical design for use on a mooring to maximize data return, and data processing techniques including phase-ambiguity unwrapping, spectral analysis, and a correction for instrument response. The method was used in the Salinity Processes Upper-Ocean Regional Study (SPURS) to collect two year-long datasets. We find that the mooring-derived TKE dissipation rates compare favorably to estimates made nearby from a microstructure shear probe mounted to a glider during its two separate 2-week missions for O(10−8) ≤ ϵ ≤ O(10−5) m2 s−3. Periods of disagreement between turbulence estimates from the two platforms coincide with differences in vertical temperature profiles, which may indicate that barrier layers can substantially modulate upper-ocean turbulence over horizontal scales of 1–10 km. We also find that dissipation estimates from two different moorings at 12.5 and at 7 m are in agreement with the surface buoyancy flux during periods of strong nighttime convection, consistent with classic boundary layer theory.

A field campaign was conducted during September 2019–January 2020 to assess the potential of various instruments and platforms to meet the SWOT Cal/Val requirement. These instruments include two GPS buoys, two bottom pressure recorders (BPR), three moorings with fixed conductivity–temperature–depth (CTD) and CTD profilers, and a glider. The observations demonstrated that 1) the SSH (hydrostatic) equation can be closed with 1–3 cm RMS residual using BPR, CTD mooring and GPS SSH, and 2) using the upper-ocean steric height derived from CTD moorings enable subcentimeter accuracy in the California Current region during the 2019/20 winter. Given that the three moorings are separated at 10–20–30 km distance, the observations provide valuable information about the small-scale SSH variability associated with the ocean circulation at frequencies ranging from hourly to monthly in the region. The combined analysis sheds light on the design of the SWOT mission postlaunch Cal/Val field campaign.

The U.S. Climate Variability and Predictability Program (CLIVAR) Eastern Tropical Ocean Synthesis Working Group (WG) has pursued an updated assessment of coupled model SST biases, focusing on the surface energy balance components, on regional error sources from clouds, deep convection, winds, and ocean eddies; on the sensitivity to model resolution; and on remote impacts. Motivated by the assessment, the WG makes the following recommendations: 1) encourage identification of the specific parameterizations contributing to the biases in individual models, as these can be model dependent; 2) restrict multimodel intercomparisons to specific processes; 3) encourage development of high-resolution coupled models with a concurrent emphasis on parameterization development of finer-scale ocean and atmosphere features, including low clouds; 4) encourage further availability of all surface flux components from buoys, for longer continuous time periods, in persistently cloudy regions; and 5) focus on the eastern basin coastal oceanic upwelling regions, where further opportunities for observational–modeling synergism exist.
